With the rapid development of social economy,the level of going out is raising,motor vehicles have been increasing rapidly,problems of urban transportation aregrowing.Due to its unique advantage of less affected by the weather and less land thetunnel is more important in the urban transport development. In order to improve thetunnel safety level, the main task of traffic operators is to recognize the conditionclearly, therefore,tunnel safety evaluation is a primary work for safety people.Urban Traffic Tunnel operational safety evaluation is one of important ways ofpreventing and reducing traffic accidents effectively.To recognize the impact on traffictunnel safety evaluation of potential factors from a traffic tunnel the user’s perspective,and correct potential hazards earlily, minimize traffic accidents causing casualties andproperty losses. It is paramount important to ensure urban transportation tunnelssafety,social stability and economic development. To guarantee urban tunnel safety andimprove the urban traffic tunnel operation management level, need to use systemengineering principles and methods to analysis tunnel accidents, thereby build acomprehensive urban transport tunnel operational safety evaluation system andevaluate operational safety performance.The article separately carries on incidents caused and safety evaluation by thetheory of system engineering. Using the theory of accident causation analysisseparately evaluates the various kinds of tunnel accidents; in the safety evaluationprocess, considering people, vehicles, roads, environment and management factors,using the theory of AHP to build urban transport tunnel operational safety evaluationindex system, which is based on operating environment, civil structures, mechanicaland electrical systems, operations management, traffic safety. Firstly,evaluate thesafety level of urban traffic tunnel electro-mechanical system using fuzzycomprehensive evaluation, while the traditional division of factors and managementfactors affecting the new system integration analysis, and then using the gray clustering analysis to research urban traffic tunnel operational safety evaluation index.Finally, toevaluate the instance by the Xiamen Yunding tunnel applications in order to improvetunnel safety level.The datas are based on the specific circumstances of the Yunding tunnel inXiamen City, Fujian Province, therefore, this part of the urban traffic tunnel operationalsafety assessment in the tunnel management is practical and operational.
