In the field of military image communication, high performance compression algorithm and real-time coding system is the object of many countries always pursuing. To choose suitable image coding methods under different situations is the key to apply to actual military systems. The embedded coding based on wavelet transform becomes the main coding technology for its accurate rate control and high quality of reconstruction image. The paper mainly research on the hardware implementation scheme of image coding and decoding devices using FPGA. The wavelet transform and the SPIHT quantization algorithm are used in the scheme. The R-S coding is also used in the scheme for error resistance. The scheme has been successfully applied to the"high-speed image data compression technology", which is a pre-research project listed in the 10th Five-Year Plan. The realization of the SPIHT inverse quantization algorithm is the most important part of the paper. A fast SPIHT algorithm based on the coefficient tree independent coding is used in the real system. This algorithm is easier to hardware implementation than the original SPIHT algorithm. Plenty of software simulation and hardware testing indicate that the scheme is the ideal solution in the field of high speed satellite image compression, for its high compression ratio (16:1), high efficiency and real-time coding feature.
