Construction diversion design, an important part of hydro-complex general design is a primary factor to choose hinge disposal, hinge construction form and construction procedure and a central tache to organize and design hydro-complex construction. Three problems of construction diversion are discussed in this paper. There are choices of basic construction diversion way, optimized standard of construction diversion and upstream cascade reservoirs flood control during stage construction for downstream reservoir. The main research contents and results are as follows.(1) The various factors affecting choice of basic construction diversion way are synthetically considered. The administrative analysis and fuzzy synthetically judge theory applied and a synthetically judge method is presented for choosing diversion way reasonably for the earlier period design of large or middle water resources project.(2) This paper analyzes the controlling factors of choosing diversion standard during initial construction, and uses a quantitative analytic method of the factors. Based on matter-element analysis a multi-objection decision model of river diversion standard during initial stage construction is established, which also offers a new idea for decision.(3) Upstream cascade reservoirs flood control during stage construction for downstream reservoir is considered in this paper. Debase flood control limiting level to reduce the size of diversion structures, cut down the investment and shorten the time limit for the project.(4) Construction diversion projects are studied out in this paper. Based on thematter-element model and the classified analysis, and extension method for flood control is proposed. The influence factors on flood control are used to set up the classical and limited matter elements. The effectiveness of decision making is improver.(5) New methods and theories, discussed in this paper are applied to design construction diversion of JiShixia hydroelectric plant. The analyzing results show that these method and theories are available.
