This thesis is about urban planning and management and the use of GIS in urban areas that have heritage value. It first considers the meaning of "urban heritage conservation" from both a conserver's perspective and a planner's. It is argued that the fundamental principle of heritage conservation is the need to retain physical reminders of our past which preserve our national or urban identity and add to the quality of our lives. As a result the planners would to their work to find the values: 1) for the common good 2) for the economic development 3) for the sustainable development. Then the thesis discusses the economical, political, practical context of urban heritage conservation in China and examines its place in Wuhan, the case study city.In the case study, two tasks of Urban Heritage Conservation (UHC) are distinguished: 1) Urban Visual Management above the city and 2) special UHC projects in certain areas. The latter being divided into Historical Buildings Restoration project (HBR) and Lifens' Conservation project (LFC). This division was the main methodology of this thesis. UHC activities depend on the coordinated action of several municipal bodies which in principle could share much information.It is difficult for the Housing and Estate Management Bureau (HEM) to acquire , maintain , and manage information from different sources. The data requirement analysis, shows that the needed information was something of historical, cultural, and spatial and a GIS data conceptual models is designed to help manage the data. A main task of this thesis is to test if GIT would help managing and accessing the information throughout the whole process of Urban Heritage Conservation.The conceptual model integrates two parts: one is for Urban Heritage Inventory; the other is for Urban Visual Management. It argued that it was very helpful to make the conceptual models as well as to apply the models with some GIS applications. Conclusions and recommendations have been made at the end of the thesis. However, it also argued that more discussions would be made in future research.Then from the former discussion of task division, the conceptual models were integrated of two parts, one is for Urban Heritage Inventory; the other is for Urban VisualManagement. It argued that it was very helpful to make the conceptual models as well as to apply the models with some GIS applications. Conclusions and recommendations have been made at the end of the thesis. However, it also argued that more discussions would be made in future research.
