Study On The District Water Resources Management Based On Integrated Management For Riverbasin

Water resources management system, which is the combination of valley management with district management, was carried out in China. In this paper by studying on two important managing body in district water resources management that are valley institution and district charge department, evaluating model of district water resources management and equilibrium model of managing action guided by profit are established. Further study on district water resources management based on integrated water resources management for riverbasin.1) On the base of former research, meaning of integrated water resources management for riverbasin was analyzed on systematically. Describe systematically riverbasin and district, valley management and district management, water resources management system which is the combination of valley management with district management.2) Index system are established, aiming to combination degree of valley management and district management. Applied with multiple levels fuzzy evaluating method, district water resources management evaluation model was set up.3) Considered on natural characteristic of water resources, interests structure, interests pattern and their factors are analyzed in the process of district water resources management. Then district water resources management model was put forward hereby.4) Effect of interests and system on managing action in district water resources management was analyzed systematically. According to that, equilibrium model of managing action was set up. The approach of realizing equilibrium strategies was explored by game among districts and game between valley and district respectively. Inter-dynamic relation of conflict and cooperation in district water resources management was illuminated.5) Reform and innovation projects of district water resources management were designed to improve combination of valley and district.6) Based on above evaluating model, interests pattern and game model, instance study on water resources management in Section of Anhui of basin of Huaihe River was carried out.
