This paper has reviewed some development instances of a few foreign typical cities, starts from the interactive relationship between urban transportation and land use, points out that urban transportation mode could change the pattern of land use. It detailedly introduces an ideal mode that urban land use and traffic plan can develop harmoniously — Transit Oriented Development(TOD) mode, and discussed TOD strategy of Chinese big cities comprehensively, it emphasizes that we must integrate the rail transit ruling mode and land use compactly, leading the vicissitudes of urban structure through the use of rail transportation system for the purpose to realize the maximum utility of urban land and environment sources.Playing a central role of TOD, rail traffic has an irreplaceable use to the sustainable development of cities, it is recognized that a perfect facility of urban rail traffic is the most efficient way to solve the urban traffic problem. Rail traffic is costly, long term and takes effect slowly, but it has a deep effect on the society, space and time axis, a reasonable analysis of rail traffic facility should be done in the planning term.This paper referenced the existed foreign production and experiences, brings out an integrated method of impact estimating on the construction of Chinese city rail traffic facility. The method is based on the Cost-Benefit Analysis theory, it looks on the whole society as beneficiary, through the compare between two situations that there has rail traffic or has not rail traffic, divides the benefit group into 3 parts: traffic providers, traffic users and society environment, the summation of the 3 parts currency value is the total benefit of urban rail traffic construction facility, then based on the data of trip investigation of people in DaLian city, integrated the instance of dalian rail traffic planning project, made compositive effect analysis and benefit computation and got an ideal result. At the end of the paper, I made an TOD effect analysis based on the former study, i.e. under the same condition of rail traffic facilities, adjusted the urban land use distribution according to certain regulations, then got a new result of compositive effect of rail traffic.Through the analysis and computation results, it showed that the acceleration of urban rail traffic development, especially integrating the land use distribution to the former has a positive effect and contributes greatly to the alleviation of urban traffic pressure ,the improvement of urban traffic situation and the sustainable development of city.
