Recently, when our country is maintaining the high-speed development of economical system, also faces and suffers the dual challenges of urbanization and motorization. With continuous expansion of urban space and highly concentration of urban function, a series of problems, such as the overspreading of urban space, the overloading of transportation system, the inefficiency of land-use, the deterioration of ecological environment, have arisen. The key solution of these problems is to coordinate and harmonize contradiction of urban transportation and land-use. Moreover, many foreign cities have succeeded in practical application of Transit-oriented Development (TOD) to solve this problem. Thus, many domestic scholars have shifted to research TOD of which theoretical study and practical application are of a late start in China. Domestic scholars mainly focus on the macro level in the light of foreign empirical data, while ignoring systemic research on methods and models of TOD in specific areas, such as land development surround rail transit station. Based on research at home and abroad, this paper discusses TOD-based urban rail transit planning model, which is practical and workable.First, the paper explains the concept of new towns and the characteristic of urban rail transit, introduces the theories of land-use and location as well as bid rent, also analyses the theory of TOD.Second, the paper demonstrates the mutual relationship of urban transportation and land-use, analyses the guidance of urban rail transit to the extension of urban space and land development, integrating the theory of TOD with typical successful cases.Furthermore, based on the TOD planning theory, the paper proposes land planning model surround urban rail transit, with the dual optimization objective of maximizing passenger volume of urban rail transit and minimizing impact of land development.Finally, the paper applies the Simulated Annealing (SA) to solve the optimization model, and verify and test the practicality of model.
