At present, dam monitoring data analysis mainly is off-line analysis on basis of C/S in our country, which can not display integrally dam's real-time working status, so can not find the diseases or hidden dangers in the dam in time. With the alteration of the dam's service life and operation conditions, it's actual working status is not consistent with originally designed status. In flood season, controlling water level under the original-designed water level will be not certainly safe, We should make the scientific reservoir dispatcher and operation policy according to the instantaneous dam's working status, Dam safety management should be dynamic and real-time. In addition, In respect of dam management, our country lacks global-design of the information construction, each system hasn't unified platform, can not share the limited information resources; disconnect with dam office Manage automated system and dam information issuing system; So can not really realize online management. Our country still lack the system which combine with WEEK GIS and dam monitoring database, dam office manage automated system, integrated evaluation and dam information issuing system. Because of this conspicuous problem , based on discussing the history and dam safety monitoring development, WEB based dam safety monitoring and manage system is presented , some key Techniques about the system are studied and realized. The following are summarizes of this thesis.(1) Dam safety monitor's history, current situation and development trend in our country are analyzed, implement scheme about WEB based dam safety monitoring and manage system, information procedure and the whole frame, database structure design, network security setting and countermeasure about insecurity of the system are studied, All these build the foundation for development of follow-up work about the whole system.(2) Dam office manage subsystem is designed and realized, which provides convenience for dam routine information management.(3) Some key Techniques about dam safety monitoring and manage system are studied, including drawing the course-line used dynamic chart technique; building the method library used DLL technique; selecting the monitoring indexes and control models. The instance show that dynamic chart technique successfully realizes real-time displaying dam monitoring data, it is convenient to utilize DLL and COM technologies, selecting the monitoring indexes and control models of Xin'an jiang dam, which establish the foundation for monitoring the dam. These techniques make aguarantee for realizing the online monitoring function.(4) Setting Xin'an jiang dam as an example, Implement schemes about the reorganization and online analysis, off-line analysis and integrated evaluation about dam monitoring data are offered. In the thesis, BP neural network integrated evaluation is presented, combining expert experience, it is of great practical application for us to use BP neural network algorithm in the global structural evaluation of the dam.(5) VS. NET is the best tool for developing WEB based dam safety monitoring and manage system. It is very useful and great practical to add online-analysis module and integrated evaluation module in the system.
