The hydropower resource is cleanly and reproducible natural resources,one of which will be exploited primarily by hunmankind in 21stcentury.There are abundant water resources in China,where the hydropower potential is number one in the world.The hydropower development will turned into a clipping poried,goes with the shortage of energy sources.The objects of dam safety mornitering include the bady of dam,the dam foundation, the dam abutment,the hight slope,the underground powerhouse and other hydrostructrues, which been surveyed or observed by apparatus and petrol.The dam safety monitoring is an important and irreplaceable work,which could ameliorate the construction and ensure the safety of hydrostructure.The dam safety monitoring includes comprehensive subjects and various objects. There are always emphase and direction of the dam safety monitoring information system that how associate it with computer scence,database technology,data traffic techonic and GIS effectively,and using it to manage and analyze monitoring-data,as well as provide the data-query,statistical comparison and professional model analysis and so on.In this paper, it starts with the basic theory of dam safety monitoring and the key technology of dam safety monitoring information system,and then introduces the actuality and the dynamic development at our country and abroad.Then it analyses detailedly the aim,function model, key technology and the software platform,which are regard with the dam foundation monitoring information system of XiaoWan power station.On the basis of these researches, the author has completed system design,function design and database design of the system. The main function has been implemented and passed the preliminary test in conclusion.
