Geographical Information System (GIS) is a information system, which can collect, storage, manage, describe and analyze the data related to the geographical distributing of the earth surface. Basing on the geographical spatial database and supported by the hardware and software of the computer, it collect, manage, operate, analyze, simulate and display the data related to the spatial. Fire protection and martial map are cited to the technology of GIS, of which the application has a great improving effect to the modernization and efficiency of the information management.Basing on the GIS data reflecting the spatial relationship, aiming at the character of paroxysmal and disserving of the emergent incident during the space launching and the quickness of the emergent decision. The built emergent system provides a intuitionistic platform, which regard the GIS as a tool of spatial analyzing.In the paper, we design an Emergency and safeguard system for launching site based on a large GIS platform. According to the thought of the software engineering, we analyze the system structure, system design and demand aiming at the emergency processing system.According to the rule of the spatial and attribute data, spatial and attribute data are designed. In the paper, the representation of the spatial element and attribute data, the spatial analysis and measuring are studied detail. And the designing of the spatial, attribute and normal data are achieved. Also in the paper, the software architecture that is including the basic data layer used to store the basic system, GIS platform layer used for GIS operation and the application layer for poisonous gas diffusion and emergency treatment is also mentioned.The software and hardware architecture of the emergency and safeguard system for the launching site is established, including the data, function description and input and output of it. The intelligent decision-making module, the core of the system, is introduced. And the inferencing procedure is also studied. In this paper, the design of the real-time safe channel indicating, falling place analysis and selecting and the range of the poisonous gas and shrapnel diffusion is achieved.
