SIDSS(Spatial Intelligent Decision Support System)is a combination of GIS(Geographic Information System)and IDSS(Intelligent Decision Support System).The dissertation is a sub-project of the National 863 Program Project "Theemergency and safeguard System for the satellite launching flight safety controllingbased on GIS"(Grant No.2003AA132050). The dissertation discussed the design andapplication of the SIDSS for satellite launching flight safety controlling and putforward a method of constructing a SIDSS for emergency and safeguard system forspace launching which is supported by the technology of the computer, database, AI,communications, GIS and DSS. The dissertation also does research in the fields of howto realize the data collection, processing, updating which the emergency and safeguardSystem needs, how to maintain the facilities of the launch port and how to aid thesafety officer to make safety control decision correctly.This dissertation emphasizes the importance and necessity of constructing theemergency and safeguard System for the space launching and studies the application ofSIDSS for the emergency and safeguard System. With the method of the softwareengineering that includes system analyzing, system designing and system realizing, theDSS is constructed for emergency based on GIS and preparedness. The systemachieves functions of the geographic data's management, display and analysis, thevisualization of the rocket flight and its data, the monitoring the status of the rocketflight and fault information collection and analysis. Utilizing the CBR(Case basedreasoning) and RBR(Rule based reasoning), the system realize the fast emergencydecision-making automatically with the preparedness advanced for emergency andprovide the spatial and decision support information to the emergency commander. Thesystem has a important significance for scientific, intelligent, automatic emergencycommand.
