Tactical allocation and firepower exponent are one of the most important information in the Command and Control System. The study of tactical allocation and firepower exponent is very important by Lanchester equations. The relational theories about combat model are analyzed and compared, and their advantages and disadvantages are given, then the theory of Normative Combating Pattern is particularly studied. The first strength vectors being added to Normative Combating Pattern, Multistage Normative Combating Pattern whose tactical allocation of every stage is "0-1" tactical allocation is constructed.Based on Multistage Normative Combating Pattern, the software of Multistage Normative Combating Pattern is developed. The study of three aspects of Multi-phase Normative Combating Pattern is discussed by using the method of experimentation - induction -interpretation - extension. Firstly, in the Multistage Normative Combating Pattern, the problem of the judgment of victory or defeat is discussed, and the judgment rules of victory or defeat are given according to discrete coefficient and integrative firepower exponent. Based on the first problem, the judgment rules of inferior or superior of Multistage Normative Combating Pattern's tactical allocation are discussed, and the judgment rules of inferior or superior of Multistage Normative Combating Pattern's tactical allocation are given according to comparing discrete coefficient. Finally, how to choose Multistage Normative Combating Pattern's tactical allocation to be a relative superior strategy is studied, and the rules of how to choose Multistage Normative Combating Pattern's tactical allocation to be a relative superior strategy are given according to discrete coefficient.The summarized rules can be used to resolve the problem of the judgment of victory of defeat, the problem of the judgment of inferior of superior of tactical allocation and the problem of how to choose tactical allocation.
