After "disjoin of Generation and Grid", Transmission service become the main source of profit for Grid Company. The question of Transmission(Distribution) Cost is essentially a question of the relation between energy flow and economy flow. At present, some papers have put forward some means about this topic and establish many models of Transmission (Distribution) Pricing. But these models are not used widely. The paper discusses this topic from energy flow and Transmission(Distribution) Cost. Firstly, Based on the essence of power transfer, this paper points out the distributing law of energy in the grid, and gets the expressions of exporting power of power supply and transmission power in lines. Secondly, on the basis of the relation of Transmission(Distribution) Cost and Transmission Power, the paper separately establishes the model of transmission fixed cost and the model of transmission alterable cost, which come into being economy flow.
