Research On Transmission Pricing Method Of Regional Power Grid In China

As an important part of power commodity,the primary goal of transmission and distribution price is to ensure that the grid can recover the permitted cost according to its effective investment assets,and provide reasonable income to maintain and support the healthy and sustainable development of power grid enterprises;secondly,the transmission and distribution pricing should provide the grid users with price signals reflecting the transmission cost,encourage the grid users to make rational and efficient use of the transmission network and promote future transmission reasonable layout and expansion of the network.However,on the one hand,the utilization rate is a little low and the redundancy of equipment is high of regional power grid in China.On the other hand,all the transmission costs are paid by the load users in China at present,and the pricing method is relatively simple.The basic model pricing method based on stamp method can’t provide effective price signal and promote fair competition in power market.Therefore,it is urgent to study the transmission pricing method of regional power grid which can promote fair competition in the power market and prevent over investment of power grid enterprises.This paper proposes a transmission pricing method based on the users’ benefits to prevent over investment and promote fair share of transmission cost according to the principle of "who benefits,who shares".The specific research contents include:Firstly,the basic methods of transmission pricing are reviewed,and the transmission pricing mechanisms in the UK,Brazil,Australia and the United States,as well as the current situation of regional power grid development in China and transmission pricing problems are studied.From the perspective of promoting fair competition in the power market and fair share of transmission costs,this paper analyzes the transmission pricing ideas of typical foreign power markets and applies them to the design of transmission pricing mechanism of regional power grid in China.Secondly,based on the users’ benefits a transmission pricing method is proposed to prevent over investment and promote fair share of transmission cost.First of all,the transmission cost is classified based on the function of transmission grid,and the redundant capacity of transmission lines is identified based on this,which corresponds to the over investment of transmission line,and its cost is not included in the permitted revenue for recovery;the transmission cost bearing object is analyzed from the perspective of grid investment benefit;From the perspective of grid investment benefit and fair competition,the responsibility for transmission costs payments is studied.Finally,by calculating whether the generators or users can gain economic benefits from the expansion or upgrading of the transmission network under multiple typical load scenarios,a regional power transmission pricing method based on transmission value and users’ benefits is designed.Thirdly,a case study is made to verify the transmission pricing method proposed in this paper.Transmission cost allocation is shared through the analysis and calculation of the effective investment cost that can be included in the permitted income and the benefits of the transmission network users.And compared with the traditional transmission pricing method,the validity and rationality of this method are verified from the perspective of promoting the reasonable investment of power grid and fair allocation of transmission cost.
