Study On Pricing Method Of Regional Transmission And Distribution Network

The mechanism of market price formation of power transmission and distribution is an unavoidable problem in today’s society.At the same time,it is necessary to face multi-regional and provincial transactions.It is also important for China to continue to vigorously carry out regional power market reform in the future,to establish links dominated by development,transmission and distribution,to introduce competition and further develop the market.This paper explores the transmission and distribution control mode,transmission and distribution price pricing and transmission and distribution cost allocation mode of regional power grid,and takes a regional power grid as an example to analyze and verify its electricity price.The details are as follows:1.From the perspective of investment,X inefficiency and A-J effect exist in cost control,thus reducing capital investment;In a certain sense,incentive control is beneficial to attracting investment,but its parameter setting and product quality are difficult to guarantee.According to the development history of China’s electric power industry,when the government approves the method of electricity price control and studies the problem of electricity price transmission and distribution,it also takes into account the development factors of power grid enterprises,which is more conducive to the healthy and sustainable development of China’s electric power industry.2.Pricing all kinds of power transmission and distribution on the basis of accounting costs,making it easier to calculate and realize the balance of power grid accounts and recovery costs.The disadvantage is that it cannot send effective economic signals,and the cost allocation is complex.Marginal cost pricing can provide reasonable economic signals,but it is complicated to calculate and financial balance needs to be adjusted.It is not easy to operate the marginal cost of power grid in the long term development time.In the short-term marginal cost method,the fluctuation of electricity price is common,and improper treatment will reduce the stability of the market,so it is generally used in the spot market.3.Apportionment of various transmission and distribution costs is simple and evenly distributed.But there are some disadvantages of injustic;Based on the use degree of the power network is fair,but the calculation degree of the power network is complex,and considering the nonlinear relationship in the power system,the solution is not unique.It is difficult to deal with the method of tidal current tracking due to the advantages of various methods for self-circulation power grid.The distribution factor method has the problem of balancing node selection.The range-grid power method is generally considered to be used for distribution factors,but it cannot determine the degree of grid use,nor can it determine the degree of grid use.Have the same defects;Due to the parallel flow problem,boundary flow and contract road method are only applicable to the calculation of transshipment cost in Internet sparse areas.4.According to the accounting cost method,there is a significant order relationship between the power transmission and transmission among voltage levels.The step distribution method is applied to the cost allocation of voltage level transmission and distribution,and a calculation and practical application method of transmission and distribution price at all levels of regional power grid is proposed,that is,voltage level transmission and distribution calculation.This method is simple and needs less data.It overcomes the problem that it is difficult to obtain the original data due to the traditional step-by-step transmission mode of the transmission and distribution price of different voltage levels.It can effectively reduce disputes and has good practicability and operability.Finally,an example of transmission and distribution price calculation of a regional power grid is used to prove its correctness.
