With the rapid development of microelectronics and the support of national policy, it is an inevitable trend that civil metrologic instruments are intelligentized. Therefore, realizing the intelligent water-meter is imperative under the situation. The application of intelligent water-meter not only improves work efficiency of the department supplying water but also creates a condition for using water frugally and rationally. This paper takes intelligent water-meter system based on TM card as the research object, and the design and realization of TM card-based water meter and charge management system is discussed in detail.In this paper, smart cards used commonly are firstly compared; the reasons that TM card is selected as a medium transmitting information are described. And then the thesis systematically introduces hardware structure and software realization on the control system of TM card-based water meter, which adopts P87LPC764 one-chip computer as the core. According to the combination of software and hardware, the measures about low consumption and dependability are put forward. The realization of charge management system is detailedly introduced next, including the design of database, the realization of database, the analysis of system functions and the realization of functions, and the support technology and key technology related to the system is concretely studied. Finally, the thesis discusses the data security of whole system, and advances efficient methods to ensure TM card's data safety.The whole system is accomplished, and comes into operation. The result of use is satisfying.
