| China is a large shipping country in the world and contains more than 18000Kms coastal line, three great rivers including the Yangtze River, Pearl River and Heilongjiang River, still has the Great Canal, Yellow River and Huaihe River. China becomes to own the longest navigable inland waterway in the world. These nature waterborne resources made shipping industry have gotten great development in China. For a long time, the Changing shipping industry has continually played an important role during national economic development. The first half-year in 2001,waterbornegoods turning amount occupied 54.7% in the total of whole transportation system in China. The main ports completed that goods in and out amount was 900 million tons, however there was 170million tons completed along the Yangtze River. Because of the channel, hydrology and special of term weather in the Yangtze River, shippingenterprises complexity, the Yangtze River navigation safety management was veryOutstanding. The Yangtze River navigation safety management has been paid. Attention by the Ministry of Communications. In 2000 year's "shipping safety management year" activities plan, the Ministry of Communications was clear and definite to advance the requirement of enhancing safety management in the "four areas and one line". One line means the Yangtze River trunk line. From 1984 to 1999,the ship's traffic accidents totally happened 6355 and caused direct economic loss was 913million RMB. The average amount of accidents per year was about 400 and economic loss was 60million RMB. That shows that traffic safety management on water has an important function of supporting and assurance in development of shipping industry. The high risk of water traffic determined the outstanding position of water traffic safety management. More than 20 years reforming and opening of the shipping safety management was a process for recovering, improvement, reforming and enhancing the system of the shipping safety management. Entering the new century, the shipping safety management faces a severe test and also meets a good development opportunities. The complexity, phase and reversal of the Yangtze River's safety managemet determined it was important and urgent to seek establishment of a new system of water safety management. It is very important significance to accelerate advanced productive force of the Yangtze River, shipping developing rapidly, healthily and continuously through stable i semen of new system, which is suitable with the Yangtze River's water safety management.Chapter 1 of this paper analysis the basic principle and rule of water safety management, and point out key problem of the safety management, then analyzed the domestic and international research present condition of management mechanism, bring up the purpose, meaning for studying target of several researches. Chapter 2 analyzed the Yangtze River safety management' role on the national water transportation safety, and bring upping developing the Yangtze River shipping and urgent. Chapter 3 analyzed present condition and key problem of Yangtze River water transportation safety. Chapter 4 analyzed the new situation for Yangtze River safety management and the mechanism with Germany. Chapter 5 mode for basic principle for analysis Yangtze River water ascending the new mechanism of transportation safety management, bring up the new mechanism, organize the construction with into practice.Through the research of this paper, draw the conclusion:Conclusion 1: First, reform the maritime affairs organization, make the transportation of Yangtze River water the safety into practice to unify the management.Conclusion 2: suggest to establish Yangtze River Law , and made the Yangtze River Law's total frame.Conclusion 3: First step is to solve the " nine dragon control water", established a organization, charging the maritime affairs management, transportation affairs management, channel management, resources management, fishing management etc. It is being a new Changjiang River water resource...
