Research On The Safety Management Of Binzhou Highway Construction

Highway construction industry is an important part of China's infrastructure construction.It has been developing rapidly in recent years.Highway construction industry is a high-risk indus try.The development of the industry increase the injuries and deat hs and property losses caused by accidents.After the development o f production safety management system and society,production safet y management has stepped into a new period.At the same time new pr oblems come.This paper demonstrates the research about how to solv e those problems that the author have observed at work of highway construction by local government governance view after analysi ng based on domestic and foreign experience of production safty and social development situation.Firstly,this paper introduce theories for analysis and researc h.The theory of accident chain by Heinrich reveals that accidents can be effectively prevented by strengthening production safety ma nagement.The iceberg theory reveals the complexity of potential ri sk.The broken window theory reveals the mechanism of safety manage ment degradation.On the basis of relevant theoretical analysis,this paper descr ibes the current situation and problems of safety management in Bi nzhou City.Binzhou City Guides construction companies to build saf ety management system and the government reform the safety supervi sion organization.The city also build safty supervision cloud platform.Although Binzhou City is active in safety management,there a re still some problems to be solved,for example,safety management become formality and regulators can't dig deep,the companies just cope with inspection instead of really use the safety management s ystem;safety supervision force and officers is not enough;the form of safety management is too simple and only checking papers and c onstruction site can not meet the real needs.By analysis,this paper find out the reasons of these safety ma nagement problems.They are: enterprises cannot adapt to the impr ovement of safety management standards,they change their mind too slowly;there are loopholes in the safety education and training me chanism,and the safety production awareness of personnel is weak,they care production more than safty;the safety evaluation mechani sm is not good enough,and the role of rewards and punishments is not fully played,the enthusiasm of enterprise safety management is not high,and the limited means are insufficient;the supervision mechanism of production safety is not good enough,and the governm ent is unable to support itself and change the inertia of companie s;the traditional way of supervision which can't react Immediately and loopholes in data fraud make a large area of "broken window" and a vicious circle.To solve the problems,this paper put forward some solutions ba sed on the above analysis and the domestic and foreign safety mana gement experience:we should perfect the safety education system and the mechanism of rewards and punishments,and promote the enterp rises to improve the level of safety production management;we shou ld improve the supervision mechanism of safety in production,coop erate with the government and non-governmental organizations,and strengthen the supervision of safety in production;we should innov ate the form of safety management,increase the investment in safe ty management,plug the loopholes of safety management and strengt hen the measures of safety management by means of new information technology;through system innovation,social supervision will be l aunched to help work safety management in various forms.Through t hese measures,we will build a safety management mechanism focusing on the safety assessment mechanism which take the information tec hnology of the new era as the guarantee and the effective reward a nd punishment mechanism.In this safety management mechanism,govern ment and non-governmental organizations complement each other,gove rnment means work together with market resources.Finally,safety ma nagement system of companies will work and local safety culture w ill be activated and self safety management under the supervision of the government will come true.
