Study On The Cost Management Of Demolition And Resettlement In The Reconstruction Project Of Chengmingkou In Songming County

In the process of urbanization, urban villages often become the special zone of urban planning scope. In the urban villages exist situations such as planning regulation cannot be implemented, poor sanitation environment, poor infrastructure and public service facilities. In considering the interests of the government, the villagers, and the real estate developers, through the urban village reconstruction, above situations can be well changed.In the process of urban village reconstruction, the government’s main job is to do a good job of land first degree development within the renovation area, it is specifically the demolition and resettlement work. In the land first degree development process of urban village reconstruction, the government’s state-owned investment company or the entrusted business often referred to as a development company, that how to do the cost management of demolition and resettlement project will be the focus job.Through the research of project cost management control theory, the analysis of the cost control of the village reconstruction project, and the study on reconstruction project and resettlement cost management of Songming county, the paper puts forward the following conclusions. In order to do the demolition and resettlement cost management of Songming County. First, the project managers should divide the whole life cycle of the project into pre work and post work, and clear project cost management content by the work breakdown structure (WBS) then combine characteristics of the project with WBS framework to build the project cost breakdown structure (CBS) and cost accounting system, distribute the target cost to themselves by cost breakdown structure, and implement the responsibility cost management and the phased assessment to clearly the responsibilities, rights and interests, so that to improve the working enthusiasm of the staff. Second, the project managers should implement the total cost management, and focus on the following key management. To ensure the stability of the organization structure of project cost management, improving the villagers’ support for the reconstruction project, improving the operation mode of compensation for property rights, to ensure the scientific nature of the cost plan (target), reducing the cost through the tender procurement, to ensure the close connection of the project planning scheme and resettlement plan.Through the case study, it may provide reference for the implementation of similar projects in the future.
