In China, the road traffic safety has become an important problem in people's life. The investigation found that the probability of catastrophic dead and injured on mountainous highway is much higher than plain highway, and is more serious. Speeding is the most mainly and directly reasons which causes road traffic accident. Every government has promulgated laws and regulations on vehicle speed limits, speed limits is one of the most effective security measures. However, the current speed limits standards are mainly set based on the design speed in our country. The speed limits lacks of the unified standards, so it cannot express the actual road driving conditions and vehicle operating rules. To overcome the above problem, the paper puts forward to the research of safe speed on the mountainous highway. To make the speed limits value which is from experiment is more persuasive, and to create a good road transportation environment for drivers.Based on fully understand the working vehicles characteristic on mountainous highway, the paper puts forward a new method, which is based on the virtual simulation technology, to find a reasonable speed limits. Firstly on the view of vehicle stability, according to different road conditions may appear dangerous situation to choose determine parameters and give threshold, which is be made to as the criteria of the safe vehicle stability on mountainous highway. In the circumstance of automatic dynamic analysis of mechanical systems ADAMS, the vehicle model, road model, vehicle and road coupling model, driver model, and the simulation system of safe speed on mountainous highway. Finally, chose the LK2-LK4 that is from class 2 mountainous highway, the combination of constant speed strategy and tracking road midline strategy, then conduct simulation experiment in different speed. After repeated experiments, the conclusion that is the highest safe driving speeds. The engineering research was carried to verify the reliability of simulation results.
