Research On Master Degree Of "Engineering And Public Policy"

With the process of globalization, the development of engineering makes some problems difficult to be solved by the engineers from individual country or region; The complicated engineering itself commands higher comprehensive requirements to traditional technological specialized engineers, while the two systems of engineering and society are interweaving each other to a more and more complex, inseparable entirety. The technological thoughts of the engineers are ample to tackle the complex relationship among traditional engineering problems, but social perspectives in modern engineering issues are becoming more and more critical in the context of engineering education. It means that engineers in their professional engineering practice not only knows the technology to solve problems, but also understand thoroughly the mechanism of public policy behind the engineering decision-making and the huge impact follows by these activities to human society. Therefore it will tremendously influence the effectiveness of the engineering technology. Engineering education is responsible for the preparation of future engineers who know the engineering technology, understand the social context and master the analysis and formulation ability of public policy.This paper investigates and summarizes the engineering education development and reform under the vision of the Big Engineering and interdisciplinary education. By the study on implementation of three different university programs, which are EPP degree in Carnegie Mellon university, MEPP degree in university of Maryland and the TPP degree in MIT, and the analysis of the EPP degree in the practice in the foreign universities, this paper builds a new "Engineering and Public Policy" professional master degree for China, and give some suggestions from the two aspects of degree set operation system and quality guarantee system.
