Study On The Indicators System For Environmental Impact Assessment Of Urban Rail Transit Planning

Rail transit planning environmental impact assessment can involve in the early stage of decision-making,to protect the environment from the source, to promote harmonious development of construction of rail transit and the environment, to ensure the harmony of environment, economy and society, to have great significance of achieving sustainable development of rail transit. And the focus of the evaluation can be pointed out by the evaluation indicators system. Studying on the evaluation indicators system helps to improve the quality of the evaluation, helps to progress the evaluation methodology, helps to develop the theoty and practice of the evaluation.The central content of this paper is establishing an urban rail transit planning environmental impact assessment indicators system. The main research content and results of this paper are as follows:Based on the theoretics of the indicators system in planning environmental impact assessment and the traits of rail transit, this paper sets the environmental impact factors of rail transit planning by the means of the network identification method.Based on the environmental impact identification, using the basic indicators system mode, this paper establishes a basic indicators system for rail transit planning environmental impact assessment.Finally, the evaluation indicators system is proved in Dalian city rail transit planning environmental impact assessment. The evaluation indicators system is constructed based on investigating the characteristics of the envitonment of Dalian, and combined with analyzing Dalian city rail transit planning. This paper acquires each indicator value in the indicators system by referring to literature, calculating and analyzing, and then gets the results of urban rail transit planning environmental impact comprehensive evaluation.
