Although the construction of city railway transportation can dramatically reduce jam, increase the economic development, and strength city all-around potentials. In the mean time, there are many new inevitable problems such as gigantic energy consuming and city department. Therefore, the environment evaluation on the city railway transportation is the key point to ensure the harmony of society, economic and environment. However, the study on environment evaluation is not fully developed yet. There many blank fields to be researched, which block the way of environment evaluation.The theoretic of environment evaluation index system is presented in this paper. It is introduced as well that most three popular evaluation index systems are discussed by the way of comparisons in the theory, characteristics, advantages and disadvantages, application limits and so forth. Firstly, the environment evaluation index system of DPSIR is relative integrate, which perform as Driving Force– State– Impact– Response model. Generally, DPSIR can provide exact plan analysis, as the example, time and energy is adequate enough. Secondly, LCA (Life Cycle Assessment) index system is designed as a plan lifecycle to illustrate the environment influence of policy and plan. One of LCA most dramatic advantages are that the time section and sequence are explicitly defined, by which can be evaluated with economic performances. LCA is adopted mostly as the economic and time sequence plan play a major role. Last and most important is basic evaluation index system which integrates both the index of DPSIR and LCA system. The advantages of basic evaluation index system are explicitly and rapidly demonstration of the planning influence and taking the merits of both DPSIR and LCA system while getting rid of their shortcomings. Accordingly, basic evaluation index system prefers the situation of low evaluation index environment. Based on one rail construction project, this paper present a primary evaluation index system, which combine the characteristics of rail way transportation planning by the means of table listing method and net matrix method. After then, adapting the transportation environment plan evaluation index system of DPSIR, this paper develops a railway transportation environment plan evaluation index system. There are three levels of index system build up this paper, which are objective level, rule level and index level. The objective level is on the top among them, which evaluate the inter feasibility of railway transportation environment plan. While rule level is composted by two different levels, one of which is fist rule level include five indexes: driving Force indexes (B1), pressure indexes (B2), Status indexes (B3), Impact indexes (B4) and Response indexes (B5). And another 13 indexes constitute the second rule level. However both the two different rule levels are arranged synthesis index. The bottom level is index possessing 39 indexes, one of which is unit length passenger transportation index that demonstrate the advantages of rail transportation service function, land resources and time saving. Therefore, unit length passenger transportation index is the most important superiority index of rail transportation network planning.Taking CHUANGCHUN city rail transportation network planning as example, this paper investigate the all-around situation up to now and analysis the plan proposed before. This index system takes sound, vibration, society and environment as evaluation key points. Total 21 evaluation indexes are most concerned showed as table 1. The weight of indexes is calculated by level analysis method, while the overall valuation is carried out by the means of weight comparison method. The evaluation results show that: the synthesis evaluation indexes of all period planning are higher than those before. Besides, the gradual incensement of integrated evaluation illustrates that this plan performs more socio-economic development and environmental protection. The rail transportation construction and operation runs well and reasonable.In this paper, a railway planning environment evaluation index system is proposed in DPSIR mode. And all indicators are explained to fulfill this index System. In the other hand, the construction of rail transportation planning environmental evaluation system is a huge project, which involves the many different fields and precision requirement taking more and more important positions. Therefore, in this paper, the convenience will be inevitable. It is not determined yet that the range of indicators and evaluation criteria, as well. Future research should be focused on quantitative indexes and weight calculation method.
