With the speeding up of urbanization,the growth of rapid population, the expansion of cities,and the expansion of the urban development space,more and more urban residents choose to live in the suburbs,in return for a comfortable,economic living environment through a long commute.This situation lead to the huge traffic demand between city center,sub-center and suburb,it is unable to satisfy the requirement of the urban residents travel only rely on the cars and subways.Regional rail transit can solve the problem of excessive concentration of downtown residents,improve living conditions,develop of satellite towns. In the future, big cities will speed up the construction of regional rail transit,combined with the subway, construct rail transit network to solve the urban traffic problems.Nowadays,we don’t have the specification for planning and operating regional rail transit. The selection of the target value of speed,station spacing, line length during planning and design stage can decide a route’s transportation efficiency and function orientation.Reasonable operation modes for regional rail transit can meet the demand of regional rail transit passenger flow,raise the service level,increase passenger attract,reduce the operating expenses and improve operating efficiency.Therefore, reasonable choice of reasonable value of the key indicators of research on reginal rail transit planning and design and the main mode of transportation organization play an important part in planning and operating for reginal rail transit, and can guide the reginal rail transit engineering technology standardization and standardization, provide reference for future urban rail transit planning and design and operation management.This paper studies the planning of regional rail transit reasonable economic line length,reasonable maximum running speed,and reasonable average station spacing in turn.The research of reasonable economic line length is on the basis of e influencing factors analysis,the reaearch establishes reginal rail transit system efficiency function based on the line length. The reasonable economic value of line length is obtained by solving the model. The research of reasonable maximum running speed is on the basis of e influencing factors analysis, the research establishes the matching relationship between running time, travel speed, running energy consumption and maximum running speed, and determine the maximum running speed level by model solving, chart analysis and specific line features. The research of reasonable average station spacing is on the basis of e influencing factors analysis,the research establishes two value models from the angles of optimal train operation efficiency and optimal passenger travel time, taking the weighted average value of the two model results as the reasonable value of the final average station spacing.As the part of transportation organization modes,the research systematic analysis the classification and characteristics of urban rail transportation organization modes.Selecting express/slow train mode as the focus of the study and combining with the characteristics of reginal rail trasit,the research analysises the application conditions, operation effect of express/slow train,and discusses the condition and position of overtaking also with the numbers of overtaking stations.Choosing Beijing R1 line as an example,this paper verifies the rationality of each index value,determines the optimal value through the model and the index calculation of dimensionless evaluation methods.By comparing,each index calculating optimum value is consistent with actual planning,and the selection of operation organization mode is suitable for the function of the line location and traffic demand.The Example analysis the applicability of planning and design of key index value model and the rationality of transportation organization mode.
