With the rapid development of maritime transportation industry and the popularity of offshore oil drilling technology, marine oil spill accidents have occurred more and more frequently. And it has caused serious marine environmental pollution and huge economic losses. However, because of the diversity of the methods and the particularity of the marine oil spill, it is difficult for the concerned policymakers to select the best method in a shortest time to clean the oil at sea. It poses a negative factor for the protection of the marine environment.By consulting a large quantity of documents based on the former researches, the dynamic of marine oil spill is expounded, such as the drift, diffusion, and weathering of marine oil spill, etc. In addition, the existing methods of oil-cleaning at sea have also been summarized, and a basic information database of these methods is established.Based on the work mentioned above, an identification model for Marine oil spill pollution is established to assess the pollution level of oil spill at sea by fuzzy comprehensive judgment, and gets a five-level pollution system. In order to select the suitable equipment to clean the oil at sea, a plant selection model has also been established, assessing the applicability of the equipment also by fuzzy comprehensive judgment.In addition, an oil spill accident which occurs at the sea nearby Dalian Newport is simulated, gets the prediction results, such as the drift track of oil, the quantity and area of oil variation curve over time. Meanwhile a quantitative research method for the clean-up equipments is also provided so as to offer a reference for determining the amount of clean-up equipments and establishing of marine oil spill emergency equipment library.In the end, by summarizing the research results and deficiencies, this essay offers a prospect of the research direction in the future so as to find the max-optimized solution to clean the oil at sea, at the same time aiming to provide a theory basis for the decision makers and protect the marine environment better.
