| Revolution and Opening policy brought china into a period of fast development, with a series of huge reconstruction of social economical system. After 1990s, Chinese social transformation speeded up, together with the economical globalization. On the other hand, the meaning and value during the change and develop of city, the relationship between space, environments and citizens have draw little attention during the fast urbanization in china. However, the basic value goal of town planning is to coordinate multiple social interest requests, balance multiple interests and improve the specification of public value. So the research purpose of this paper on city spatial form is to specify the public value in city area. By establishing the control elements of public value, a public value assessment system can be built, which can be quantified. According to this system, one can assess the integration of city resources, shaping of city space and quality improvement of environment. Based on the representation of public common value orientation, the ultimate goal of maximizing public value can be achieved, not only satisfying the common interests of most people at a maximum limit, but also taking account of the special need from a small group.This paper is divided into six chapters. The first chapter analyzed the research background and significance, proposed the research subjects and contents, explained the relative ideas and build the research framework. The second chapter mainly focused on the logic thinking on the judgment and evaluation of public value in city spatial form, including physiological understanding of public value and community and how to reasonably decide the public value of the city spatial form and the proper way to realize it. The third chapter mainly focused on the research of the different types and models for city spacing from both inner and outer our country. They fall into three categories: technical evaluation, effectiveness evaluation and value evaluation. By analyzing these three valuation models, we can learn their research theories, computation methods and the way of constructing the framework and choosing resources, thus making a methodological reference for the following construction of city spatial form and public value evaluation system. The fourth chapter is the core of this research, concentrating on explaining and analyzing the steps of constructing public value evaluation system for the city spatial form, in detail. First, we established the public value implement evaluation criteria system for the city spatial form. Then, we discussed each criteria element in depth, combining with mathematical and statistical analysis methods. Finally, we built the charter of public value evaluation for the city spatial form, established the evaluation criteria, and made a comprehensive evaluation for the city spatial form. The fifth chapter showed an application and validation of the public value evaluation system proposed in this paper, by a few case studies. The sixth chapter summarized the whole research, came to the core conclusion, analyzed the weak sides of our research, and made some suggestions for future research in this area. |
