It's a important strategic plan that building intelligent grid in China's power system,and digitized substation is an important part of the smart grid, stand inside function units and communication network follow IEC61850 standards system. In digitized substation,watt-hour meter is different from before, it act as a logic node communication with the station network, and all data from the optical fiber ethernet. As intelligent grid construction advancement, the design and development of the intelligent instrument put forward higher requirement.This paper based on the study of the IEC61850 standard system, also analyze the data structure of ASDU and APDU and established the data communication model. This paper established the mathematical model of active power calculation in matlab/simulink, completing the algorithm simulation and related digital filter was designed and implementationed.This paper proposes a design of watt-hour meter in digital substation used FPGA based on the above work, according to the design goal, completed the optical fiber circuit, 10/100M Ethernet circuit, double Nios II nuclear SOPC system and FIFO design. To facilitate communication in laboratory experiments and tests, this paper developed the sampled values sending software based the winPcap API function in VC+6.0,it can be uesd a data source act as virtual merging unit. Ethernet communication software was developed in MicroC/OS-II by the the NicheStack TCP/IP stack, then it tested by the samples value simulation software. System control module driver was developed by designing IP core, this paper introduces the design of LCD, RTC IP core.Application was developed in MicroC/OS-II, firstly,the function was abstracted to different priority mission,then the task was schedulered by RTOS.Experiments show that the design of watt-hour meter in digital substation based on FPGA has the characteristics of dvanced and high flexibility, and this design can meet the need of digital substation.
