A Study On The Maritime Safety Administration Of Yacht In Xiamen Port

With the increase of the number of yachts in Xiamen Port, the risk of yacht sailing will more and more prominent, the marine safety management of yacht will become increasingly onerous task. However, the current management system on yacht safety is not security-related, the research in this area has just started, or biased in favor of strict management to ensure safety, or biased in favor of relaxing the policy to support development. In such a situation, how to enhance the maritime safety management of yacht has become a problem to be studied and solved.This paper was divided into six chapters to do a more comprehensive and in-depth study of the marine safety management of yacht in Xiamen Port.In the first chapter, the background, purpose, significance and research method were described, and the status of the development and research of the marine safety management of yacht of domestic and foreign were introduced.In the second chapter, the definition and classification of yachts were introduced, the status of the yacht industry of Xiamen was analyzed.In the third chapter, the definition and contents of the marine safety management of yacht were put forward, the authorities, legal basis,and specific practices of the marine safety management of yacht in Xiamen were analyzed, the shortcomings were pointed out, such as the absence of the daily management of the crew and on-site security supervision, the absence of and real-time dynamic monitoring and the standards of safety management of yacht club.In the fourth chapter, the water transportation environment of yacht in Xiamen Port was analyzed, maritime accidents of yacht sailing water in Xiamen Port in 2001-2010 were analyed with FTA. The results shows that human factors are the major risk factors,such as improper emergency response operations, other irregularities, not to take safe speed, risky overtaking, fatigue driving, etc.In the fifth chapter, the rights of the eight most importent aspects of monitoring contents of the yacht security were calculated and arranged with AHP access to the expert survey, crew management, ship traffic management, club management was identified as the three most important regulatory direction, but also the analysis of risk identification is verified by the analysis of the important regulatory direction.In the sixth chapter, some advices were given to nsure the safety of yacht in Xiamen Port basedon these analysis results, such as follow. Establish a national unified management system for yacht crew and track system, full implementation of the apprenticeship system for yacht crew, and provid the responsibilities and authorities on security decisions of yacht crew, to strengthen the yacht crew management. Mandatory installation of AIS equipment, the establishment of the system of the management focus yacht, clearly defined activity areas, or prohibited activities yacht area, to strengthen the management of boat navigation. Development periodic inspection system and study system for the yacht club, and the minimum manning requirements for the Club full-time managers of yacht club, to strengthen the yacht club management.
