Study Of Safety Management About Yacht In The Jurisdiction Of Sanya MSA

Yacht as the current high-end, the atmosphere, the grade of entertainment consumer goods, Not only attracts strong public concern, but also bring huge economic benefits for the development of upstream and downstream industry chain. In recent years, with the deep implementation of the national ocean strategy, the yacht in the coastal city has been rapid development, the trend has been embodied in Sanya which have developed tourism industry and pleasant environment .There is a rapid increase in the number of yachts in Sanya, Yacht tourism, fishing, wedding photo and other activities become more and more frequent. As the competent authority of maritime safety management of yacht, we need provide better service for water traffic safety of yacht, which is the target of doing public service and security issues having to face.At present, the yacht safety management measures are not perfect, although we have been concerned about the research in this area, but most of them tend to policy and analysis of the status. In such a situation, how to improve the safety management measures and public service capacity of yacht and promote better and faster growth of yacht economy combining the actual situation, has become a focus of research on the safety management of water.In this paper, we define the yacht, and focus on the definition of the Maritime Safety Authority, management object?basis?content and management focus of yacht, expound the new public management theory and the theory of maritime service. We analyze the current situation and existing problems of yacht safety management in Sanya area by means of theoretical analysis and practical investigation. Using the questionnaire and case analysis, we analyzes the factors associated with the yacht safety management, and identify the key points of the maritime safety management of yacht in Sanya area. Then we discuss the development of yacht industry and present situation of yacht safety management in other areas and the status, using the method of comparative analysis, and draw on the experience of other areas.Finally,we put forward the improvement strategy of yacht safety management in Sanya area from seven aspects, hope to provide reference for yacht management in other areas of our country.
