It is therefore significant for us to make polices and measures in yacht safety to promote and protect yacht industry in Shanghai Port.The thesis gives a general introduction about yacht, yacht industry at home and abroad, changes happening in recent years and marine tourism in Shanghai Port. Then it states the necessity and possibility in developing yacht industry in Shanghai in terms of economical society, nature, market, hardware conditions and so on. Beginning with the existing maritime traffic safety situation, it studies the navigable environment adaptive to yacht development by PHA at the basis of the statistic analysis of maritime incidents during the last years and then analyses the potential risks in marine environment in Shanghai Port. It spells out 9 factors relevant to the safety of yacht by AHP and classifies the different results caused by the factors. It also establishes a risk analysis model for the four navigable parts in the Huangpu River, concretely speaking, it introduces a comprehensive judging means of multi-level and multi-factor to analyze the risk degree in the four parts and puts forward the safety countermeasures of selecting addresses for yacht base construction and development. Above all, the thesis presents the safety countermeasures for promoting and protecting yacht industry in Shanghai Port and gets a conclusion that it is capable for us to control and reduce the risks relevant to the safety of yacht by appropriate policies.In fact, the conditions are not mature for yachts conducting entertainments in Shanghai Port and especially in the Huangpu River. It will be surely, however, to promote the healthy development for yacht industry in Shanghai Port by taking actions such as strengthening management, improving navigable environment, creating better conditions and providing good safety measures.
