| "International Safety Management Code" (ISM) has been implemented since July 1, 1998, as to guarantee safey of human, prevent casualty of personnel, avoid pollution on the marine environment, as well as damage of property. The implement has obtained great effect. To standardize the safty operation and management of domestic shipping enterprise, china combined advanced international managerial experience from ISM for reference and the situation of china, to compose "People's Republic of China Ships Security Transport business And Antipollution Rule" (NSM), which is forcefully implemented on various shipping since 2003. This rule played a positive role to keep china shipping enterprise safty.This paper introduces the background of ISM and the understanding to ISM of XiaMen Shipping Enterprise, analyzes the connotation of ISM and the understanding tosafety management system of XiaMen Shipping Enterprise. Additionally, this paper is according to the characteristics of XiaMen Shipping Enterprise and compulsory stipulation, to guarantee the system's implement and operation efficiently. The paper put emphasis on the test and examination ofsafety management system, trying to elaborate the question and solution in the implementation process from three aspects, which is the human resources management, shipping management and reaction capacity to emergency.The effective operation ofsafety management system must be validated by transportation result; therefore, appraisal model must be established by multi-goals decision-making method in fuzzy mathematics method. In addition, the shipping safety synthesis appraisal system must be established. The result indicated that, the shipping safety examination system could promote thesafety management system of XiaMen Shipping to be more perfect and effective. |
