The rapid development of inland water transport, makes people pay more and more attention to the navigation safety. The crew is the one of the three main elements of the water transportation system, whose qualification will affect the safety of navigation directly. So this paper focuses on three main points. There are factors affecting the crew members' qualifications, the method of assess the crew members' qualifications, and practical suggestions about improving the qualifications of crew members.Qualitative and quantitative research methods are used in the paper. Firstly, questionnaire research is used as the quantitative method briefly. Then the model of inland river ships crew is established by using fuzzy comprehensive evaluation as well as statistic data and archival data.There hasn't been a complete and unanimous standard of assessing the qualification of crew in maritime safety administrations and shipping companies. So a inland river ships crew competence character model is established in this paper, based on the iceberg model. There are three first-level indicators:professional skills, work ability and ethics in this model. Indicator of professional skills contains four subordinate indicators, which are emergency strain precontrol solid exercise ability, shipping operation ability and knowledge, the knowledge of marine equipment, the knowledge of navigational environment (deck department) or theequipment management and maintenance (engine department). There are also four subordinate indicators in the first-level of work ability, which are being familiar with company safety management system files, situations of instruction execution, plans of work arrangement and being familiar with maritime management laws, regulations and rules. The first-level of ethics has safety and sense of responsibility, sense unity, cooperation and learning enterprising ability as subsystem indicators. For the captain, decision-making ability should also increased. In order to evaluate inland river ships crew's qualification, fuzzy comprehensive evaluation is used to established the model of qualification assessment, based on the inland river ships crew competence character model.There are five ship crew members selected randomly, whose results show that inland ship crew professional skills and work ability are lacking. There are three reasons why the lack appears. Firstly, inland ship crew knowledge content and structure can not adapt to the current development of inland water transport, second reason is the lack of managenment, the last one is inland ship crew liquidity increases.Based on the assessment results and the model, there will be given three aspects of suggestions. Firstly, better education should be provided to ship crew. Secondly, Maritime Administration and shipping companies should change their ways in management. Thirdly, more concern should be given to ship crew.
