With the high development of economy and social civilization, the conflict between environment and resources is increasing serious. The consumption of building energy is a large proportion of the total energy in our society. The campus is an important part of the society, it is not only educate children and do some scientific research, but also contain a large of energy consumption. So far, more than 70% of campus did not installed energy consumption monitoring system in nationwide, in these school, the energy consumption is lack of effective management. In 2007, the ministry of education issued a notice, that is"a nitice of developing energy conservation in campus by ministry of education", it shows the ministry of education begins to focus on energy saving and emission reduction of campus. With some energy demonstration campus appear, it is a good beginning of promote the energy saving work on campus in nationwide.In this paper, according to the relevant technical guidelines, after investigate the energy consumption status of hubei university of industrial, a design of electricity sub-metering system on campus is proposed. It is a main basis of implement the building energy consumption diagnostics project in future.In this design, after shown the status of energy consumption on campus, and introduce the technology of electricity sub-metering. In the design of hardware, it is mainly design the electricity measurement modules, the structure of modules is choose MCU+energy metering chip. In the design of software, it is mainly introduce the soft ware platform overall design process, electricity measurement modules software flowchart, network transmission protocol selection, backend database management system design, foreground application program design and system testing interface design, and in a laboratory setting built electricity data acquisition and monitoring system of basic platform. At last, the paper introduces the campus electricity sub-metering system plan and specific processes.The system has completed the structure of hardware platform and debugging and running of software system in the laboratory, moreover, completed the simulated experiments of data acquisition for electricity consumption and real-time monitoring. The system achieved the performance basically. It laid the foundation for building the standard and general platform of electricity sub-metering system of campus further.
