Many social contradictions exposed and several problems remain to be resolved during the period of social transition in China; such as laid-off workers, increasing aging population and increased floating population city to city, etc.Residential construction deployment resolved the hardware facilities of the city's building needs, but there are problems in the implementation. It exacerbated the social conflicts and increased the social problems.Building a harmonious community is the topic of the current forefront of our society; community-building plays a significant role of creating a good social environment and solves many problems produced in the social transition. However, because the concept itself comes from the sociological community theory, community-planning in the city plan usually has social policy, but in the sociology, it has deviation of social concept. There is no accurate positioning between them. The work of the city plan is not only the important part of public administration but also has the properties of public policy. Nowadays, China has done more of community planning from the direction of community development and community management study, and less from how to do it. The combination of the residential renovation and the community building will be the inevitable choice of setting up a good social environment. We need to find the way to guide the reconstruction of residential areas in the background of the community-building.So, this dissertation attempts to research how to do the residential-transform-design of Jinan Shunyu community, in the research of the community-planning in China and abroad on the basis of theory. Paper focuses on two aspects:public service and the community street space improvement of Shunyu.
