This paper gives advices on comprehensive improvement of the inland water environment in Ningbo,based on intensive study of water quality status,deterioration reasons and water quality prediction.Through the Sampling, analysis and simulation to the selected riverways, high deposition rate of inland river as well as great concentration factor and oxygen consumption of sediment are consi-dered as the biggest threat to authigenic pollution, especially the major reason for oxygen lack or oxygen-free in water body,also the reason for water blackodors. The pollution sources of inland river include industrial pollution, domestic pollution and the rain unclean mixed flow. The rain unclean mixed flow become the main source of inland riverway pollution in Ningbo, which consist of washer wastewater falling from the balcony in old community, the third industrial wastewater and prophase rain. The water environmental capacity model shows that the water environmental capacity of inland river is very small, box model and mixing unit series model , meanwhile , forecast the environmental development trend of inland water. So effective measures must be taken to control pollution inflows from the source, so as to maintain and improve inland water environment.On the basis of《Ningbo city of water environment function division》,this paper presents situation of water resources and water environment planning gap, according to《Environmental quality standards for surface water》(EQSSW)。Feasibility guaranteed, short, medium and long term goals of regulation are set for three kinds of river, further more, three kinds of different stages of river regulation suggestions and opinions are presented from the aspects of regulation technolog-y, waterfront landscape designing and humanistic value upgrading.
