With economic development, environmental problems have become the main barrier for the growing of national economy. China, as a responsible and great power, takes an important role in international environmental protection. The supervisors from State Environmental Protection Agency(EPA) of all levels are in charge of preventation and control of environmental pollution, or the protection and construction of the ecological environment. The focus of China's environmental problems is in local governments, especially for middle rank officials of bureau-level who are as the executors of the directives from superiors and the managers of subordinates'behavior, with great responsibility for policy implementation in a local government. The establishment of evaluation system for middle managers have an important theoretical and practical significance to identify their own quality, management ability and work performance appraisal of all levels of government counterparts, as well as mid-level management team building, the leadership selection of reserve echelon civil servant and training back-up system.With the help of literature research, expert interview, questionnaire survey and other methods, this study on middle managers in the EPA, which is based on management competence theory and civil servant evaluation theory, government environmental management theory, aims at the construction on the feasible and comprehensive evaluation-index-system(CEIS) for middle-level managers in the EPA. Both comprehensive assessment form , index elements and Index weights of CEIS are made on the analysis of questionnaires which were filled out by middle managers from EPA in Anhui Province, Jiangsu Province and Shaanxi Province, and there are 3 first-level indexes, 14 second-level indexes, 47 three third-level indexes in the EPA.In the end, considering the characteristics of middle-level managers'job in the EPA, assessment standards, assessment subjects and assessment operations of the CEIS are made some adjustments to build a ture and efficient EIS.But because of deficiency of time and specialities of subjects, it is hard to put the EIS into practice, which is not only a shortage of this thesis, but also the power to make author continue the research.
