Study On Environmental Protection Planning Of State-Level Poverty Region

"12^thFive-Year" environmental planning is the critical period to build anall-sided prosperous society; to thoroughly implement the scientific concept ofdevelopment; to build a socialist harmonious society; to the leap-forwarddevelopment of the Kizilsu; also to accelerate the process of industrialization. In thebackground of complex environmental development, and increasing uncertain andunstable factors, scientific preparation and implementation of the "12thFive-Year"environmental planning is of great significance for the actively adaptablenew changes in the development, properly dealing with the new challenges ofeconomic and social development, full implementation of the new requirements ofbuilding an all-sided prosperous society, smooth progress of the modernization ofsocialism with Chinese characteristics, coordinated and sustainable development ofenvironment and economy.In this paper, Kezilsu Kyrgyz Autonomous region （Kezilsu Province） was takenas a research object and existing environmental planning was analyzed by using ofrelevant theories and methods of environmental protection plan.First of all, this paper reviewed the fundamental basis of the environmentalprotection planning theory; Secondly, Environmental protection indicator system inkeeping with specific characteristics of extreme-poverty region has been buildaccording to the result of previous studies, existing environmental protection indexsystem and combine with the actual situation of State-level poverty areas, indexweights was determined and reanalyzed by combining of Analytic Hierarchy Processand Delphi Method; At the end, the establishment of “Twelfth-five years”environmental protection program of Kezilsu Province was completed with the helpof present state-level environmental protection program in extreme poverty areas.
