As a common problem of the world that draw much concern of much governments and enterprises is related to social stability and economic development. With the rapid development of China's electric power industry, Power Systems has entered a new era with UHV, large unit, AC along with DC, long distance transportation, intelligent as it's main feature. A power grid jointing the whole national has taken shape. Once such a the large scale and complexity power grid blackout over a large area or splitting, Will take serious damage to the national economy, people's lives even national security.research and comprehensive assessment the safety risk of the electric power system in the new situation, constructing emergency management system Adapt to the this situation in the, has important theoretical and practical value.For a long time, lots of research has been made in traditional power system stability analysis and technical countermeasures. However, a variety of large-scale power outages occurred in recent years show that traditional system safety analysis would not meet the nes requirement of power supplying reliability. The thesis through the game model between government and power companies for this problem, discussed new cooperation modes of them.based on this cooperative game, raised a series new concepts and methods on electrical safety risk assessment, Including re-understanding blackout, dynamic division of risk level and how to create a new government-enterprise cooperation in the security risk assessment and emergency response system framework. Aimed to Ningxia Power Grid as a special research object, Analysised the weaknesses of the power source& grid structure, production equipment, technology and security management. Based on Government-enterprise cooperation, established a practical framework for risk assessment and emergency response system, proposed a universal emergency command platform.The summary taking the main results and looking forward the research trend of electrical safety risk assessment and emergency treatment.
