With the development of industrial economy, accidents become more and more complicated and accordingly, emergency rescue work increases its difficulty and emergency response training is of great importance. With the widespread construction of emergency commanding platform, emergency training system emerges as time requires, which serves as a supplement to the previous emergency planning methods, and can more efficiently improve the emergency treatment and coordination ability of emergency rescue personnel, thus providing them better understanding of the procedures of emergency response work.Although some regulations have made relevant stipulations on emergency treatment, there are no detailed requirements. Therefore, the developers of emergency training system don't know how to start and the development work cannot be carried out. By analyzing the status-quo and existing problems of emergency response training, this paper expounds on the functional tasks of emergency rescue and how to set up emergency response training system in the hope that it can give some basic support to the development of emergency response system and provide developers clear objectives.Based on fire, explosion and toxic gas leakage, the three typical accidents and in accordance with the development of accidents and rescue process, this paper expounds on the function and task of emergency rescue, personnel evacuation, etc. It also consults experts' opinion to formulate the evaluation standard of emergency rescue. System development personnel can refer to the mathematical model in this paper and relevant basic emergency response program to establish corresponding emergency response system.
