A Study On Improving Governance Of The Rural Environment In China

The problem of rural environment can not be avoided in new rural construction,which is an important part of maintaining social sustainable development.In addtion,providing healthy environment stands for human-centered.However,rural disadvantage economy status in market and the urban-rural dual structure make that rural areas are lagging behind in environmental protection.The purpose of the article is to study the rural environmental problem to structure protection mechanisms and give specific policy designs,which help to solve the worsening rural environment plight effectively.In this paper,theoretical analysis,descriptive statistical analysis,probit model analyses are used to explore the root causes of rural environmental problems. First of all, the rural environmental protection is not obtained from stereotype of the foreign mainstream environmental theory and urban environmental protection.All of the basic starting point, the diagnoses of problem and specific measures are not targeted on the rural environment fully,which lead to some serious deviations.Meanwhile,we just raised environmental issues insteading of studying the behavior of the main microscopic characteristics in the rural environmental protection. Secondly,both the farmers and the government did not recognize the seriousness of environmental problems; Farmers do not have a deep understanding of the relevance between rural environment and themselves. They think the environmental issue is"the compulsory of government". The binding is very weak in rural environmental protection; Rural environmental-related grassroots organizations is very lax, or even blank signs; Rural environment lack of institutionalization solution .In addition, farmers and government have too high expectations on the other side and confused their own liability. Finally, farmers are unlikely to conduct their own money to environmental protection at this stage; Farmer's age, educational level, regional factors have significant relationship with the environment and government faces weak implementation in environmental protection.Based on these studies, the article think that the rural environmental protection mechanisms need to be rebuilted.The specific content of this mechanisms include the following:①Construction of the dynamic mechanism of environmental protection.That means induced environmental needs of farmers and maked the rural environmental protection into the government's merit system;②Construction of supply and demand mechanism of rural environmental protection.Determine the "double demand, dual-supply" relationship between farmers and government..③Construction of advocacy mechanism of rural environmental protection.The concepts should be changed form "Rural Environmental Protection" to "rural living environment".We should emphasize the relationship between environmental protection and people.At the same time, "infection and experiential" propaganda tool should be adopted;④C onstruction of the restraint system in rural environmental protection.Through training rural homes culture concept to guide farmers parcitipate in environmental protection. Make legally binding as a deterrent and the bottom line.⑤Construction of crisis management mechanism for rural environmental protection, which can prevent possible environmental crisis;⑥Construction of protection mechanisms of rural environment and so on.Finally, we give some necessary and specific policy designes based on these studies.
