The Research On Management Mechanism Of Rural Environmental Protection

The conservation culture promotion strategically focuses on integrated and coordinative urban and rural development. Rural environmental protection concerns the interests of vast majority of peasants, the welfare of people of the whole country, and the state sustainable development. For a long time, our country attaches greater importance to the urban environmental protection, industrial pollution prevention and controlling, strictly according to which, the working mechanism and management system have been set up. Therefore, environmental protection work is always a weak link in rural areas. The protection and improvement of the rural environment, the acceleration of rural energy-saving and emissions reduction work, optimization of the rural economy growth is significant to improve the life quality and health of peasants, to advance the new rural construction and the construction of a well-off society in an all-around way.Through summarization of the existent research into rural environmental protection work, analysis of and research into Sichuan rural environment status quo and relevant policy, measures, practices and experiences, this article analyzes the management mechanism of rural environmental protection in aspects of environmental policies, laws and regulations, management systems, institutional setup, financial investment, scientific technologies. Combining Lizhuang Town and Chongzhou City’s practices and experiences of protecting and managing the rural environmental protection as well as the exploration work Sichuan province has done in terms of environmental protection policies and measures in new rural construction, and on the basis of demonstrative inspection and theoretical analysis, this article proposes the measures to establish and to perfect the rural environmental protection management mechanism, and the most important one is to establish rural environmental protection management system from state level to country level, which is the main body to promote the rural environmental protection work.
