Study Of Ecological Compensation Of The Fence Removal In Taihu Lake

In recent years ,academics and the community is more concerned about the eco-compensation of water pollution, partly due to the growing destruction of the ecological environment, ecological environment,gradually increasing the perceived value of social attention and recognition ; the other hand ,due to traditional government-led environment means of protection was too unitary ,lack of incentives ,has limited the scope of application .Thus with a new economic-stimulus- oriented ecological compensation system has developed rapidly ,based on social equity requirements, when we are in the pursuit of the rapid economic development ,we can not take the general local population survival and development of eco-environment benefits as the cost,therefore, the urgent need is to build a more perfect and reasonable ecological compensation system to protect the vital interests of the public that has contributed to the protection of environment .With the increasing water pollution in Taihu Lake, fence removal is inevitable .At present, the fence removal has been over, the practice of Taihu Lake fence removal of ecological compensation has been demonstrating a certain degree of economic results and effects, however ,there still exists some problems: lack of clarity in defining the principal repayment,the compensation methods are not flexible enough,the compensation standard is not reasonable and a single source of funding sources of the compensation .On the analysis of fence removal practice of Taihu Lake ,this paper points out ome shortcomings and some measures that are worth learning,and draw on the experience of the successful implementation of a number of domestic and international compensation system to perfect the countermeasures. This paper is divided into five sections:The first part make a brief introduction to the reader to understand the compensation effect of the fence removal of Taihu Lake.The second part make a detailed analysis about the repayment of the principal , they had been divided into professional farmers and non-professional farmers .The author pointed out the advantages and disadvantages and give some advice to define the scope of repayment of the principal.The third part make a specific analysis of removal method of compensation, and pointed out that both the use of cash compensation and resettlement compensation method has some shortcomings , it is recommended depending on the repayment of the principal to adopt flexible remedy.The fourth part make a detailed analysis about the eco-compensation standards, pointing out that both the cash compensation and resettle compensation ,there is a low standard . it is recommended using scientific method to improve compensation standards.The fifth part make a specific analysis about the sources of funds of the Taihu Lake fence removal eco-compensation standards and noted that the fence removal of Taihu Lake sources of eco-compensation funds are narrow, the author proposed some means to broaden the sources of eco-compensation funds.
