The construction of ecological civilization plays an important role of the modernization of state governance capital and governance systems. As an key part of ecological civilization construction, Watershed management has become a major bottleneck in the economic and social watershed sustainable development. Since Taihu Lake Basin is one of the ten major river basin of our country, its pollution history is a representative sample and microcosm of watershed management, and fully reflects the process of gradually deepening understanding Basin. Currently, academic research on pollution in Taihu Lake pollution control focused on the following aspects: its current situation, problems and reasons, management strategies and governance performance evaluation. And when it comes to theory choice, the current study of Taihu River Basin mainly included property rights theory, game theory, multi-center governance theory ect. As the complexity science characterized by a cross-disciplinary used in the field of public administration, which provides new approaches to solve the problem of public administration from different aspects and dimensions. In this study, the Taihu Lake watershed management is seen as a "complex adaptive system", it found there is a significant phenomenon about "short-term effect is significant, but long-term effect is not significant" during the process of pollution control by reviewing the history of pollution control in Taihu Lake, and then concluded that sustainable Management is a key issue of pollution control in Taihu Lake. This study borrowed 'Sticky model'' proposed by John?H?Holland and chosen the trinity conceptual tools and theoretical ideas of "selective adhesion- interaction domain- free subject",raised: "selective adhesion" mechanism describes the process how a single body form multi-agent aggregates; "Interactive scoping" defines the problem that the boundaries of each subject interaction in a complex environment and solves the problem of cross-border interaction between the bodies; "Free subject" mechanism describes the rules of external interactions and metabolism within the system.The Taihu "Cyanobacteria Incident" in 2000 and 2007 are selected as the object of this study, and the historical pollution control in Taihu Lake is divided into the "administrative enforcement" stage after "zero action"; the "Engineering Technology" treatment phase since 2000 "cyanobacteria incident"; the stage "comprehensive management" since 2007 "cyanobacteria incident".This study suggests that the factors which impact sustainable governance in Taihu Lake Basin mainly are industry homogeneity,fragmented governance structure, the marginalized participation of Stakeholders include society organizations, public and enterprises. And "Fragmentation" of the governance structure, vicious administrative competition between local governments,campaign-style model of governance are considered to be the underlying causes of unsustainable management in Taihu Lake Basin through in-depth analysis. This study suggests that in order to achieve sustainable management of Taihu Lake Basin, the first step is to merge power policy and endogenous potential; the next is to improve the reasonable industrial layout; and then explore to establish the "oblique" level coordination mechanism; ultimately forming a cohabitation pattern of "government-led, multi-participation".
