| Top protection region of Taihu Lake is the key area of ecological protection of Taihu Lake,it plays an important role in maintaining the ecological security of Jiangsu province.After the “Regulation of water pollution control in Taihu Lake,Jiangsu province” issued by Jiangsu Provincial People's Government,although it has been revised twice,the government has not issued a relevant supporting ecological compensation fund plan to compensate the region so far.Because villagers surrounding Taihu Lake constantly reflected the interest appeal of developing economic and increasing income,it forced the government of Suzhou,Wuxi and Changzhou to formulate corresponding ecological compensation scheme according to the actual situation of the area separately.Although these ecological compensation trial work has obtained certain ecological benefits and social benefits,but at the same time it has the following three questions: positioning of the compensated subject isn't accurate enough,science of the basis of setting compensation standard is not enough,and provincial government compensation subject is vacant.Therefore,this paper regards compensation standard of nineteen administrative villages in lakeshore region in Suzhou National New & Hi-tech Industrial Development Zone(SND)in top protection region of Taihu Lake as the cutting point.Combining the region's natural,social with economic development situation,under the guidance of the theory of ecosystem service value and the theory of land development right,the paper temps to solve the problem of “how much to compensate” from perspective of theory,making the calculation of the amount of compensation of the area by using the equivalent factor method and market comparison approach.On the basis of the calculated result,combining with the compensated subject analyzed through the stakeholder theory and relationship of fund allocation,determining the compensation standard.Finally,according to urgency of establishing ecological compensation mechanism of top protection region of Taihu Lake,using the method and principle of case analysis,combining with the experience and shortage of the ecological compensation pilot work in Wuxi,Changzhou and Suzhou,the paper puts forward the suggestion of constructing provincial level ecological compensation mechanism in top protection region of Taihu Lake.The main conclusions are as follows:(1)The county government and the government above the county level referred in the top protection region shall be the compensating subject of top protection region of Taihu Lake,including provincial,municipal and district(county)government;Administrative village committee and farmers in top protection region of Taihu Lake shall be the compensated subject.(2)Through analyzing practical case,this paper takes nineteen administrative villages in lakeshore region in SND in top protection region of Taihu Lake as an example.Then the paper calculates that the ecosystem service value provided by lakeshore region in SND is 245.5333 million yuan by using equivalent factor method.At the same time,the paper calculates that the value of development rights lost for protecting water environment of Taihu is 135.3692 million yuan by using market comparison approach.Both methods provide relative scientific measurement basis for determining the ecological compensation standard of lakeshore region in SND.On the basis of two kinds of preliminary accounting of compensation standard,through comparative analysis,this paper selects the compensation payment based on development rights loss value as compensation payment for lakeshore region in SND.Then,in accordance with compensation funds allocation proportion 5:5 between the village committee and farmers,the paper also shares half of the compensation payment into every household(3.5 persons per household),calculating the compensation standard is 6,785 yuan per household.According to the computing method of the case,compensation standard of other typical parts in top protection region of Taihu Lake can be determine in same way.(3)On the basis of analyzing the relationship of related interest subjects of “Regulation of water pollution control in Taihu Lake,Jiangsu province”,the paper analyzes the urgency and possibility of constructing mechanism of ecological compensation of top protection region of Taihu Lake at the provincial level.Combining with the experience of the ecological compensation pilot work in Suzhou and other two cities,the paper constructs provincial level ecological compensation mechanism in top protection region of Taihu Lake from two parties involved in compensation,compensation standard and compensation pattern. |
