A Study On The Methods Of The HSE Risk Managerial Control For The Oil Downhole Operation

Based on the relevant theories and methods of modern industrial production safety risk management, this paper proposed the systematical theories and implementation principles and methodology system for the oil downhole operation HSE risk managerial control. Besides, combined with the demand of the projects, this paper practiced the oil downhole operation HSE risk Managerial control system in oil downhole operation HSE risk Managerial control enterprises, and discussed the concrete mechanism, pattern, methods and technology of the implementation of the oil downhole operation HSE risk managerial control system for enterprises.Firstly, this paper expounded the orientation and attributes of the oil downhole operation HSE risk Managerial control: the risk based micro-level managing and managerial control, which aims to precontrol the safety risk factors preliminarily and dynamically; also, this study illustrated the principles and methodology system for implementing the HSE risk Managerial control system: the"Three R-s Principle"for risk pre-report, the"Multiple Principle"for risk per-alert and the"Match Principle"for risk pre-control, as well as the corresponding methodology: the"Automatic & Manual", the"Real-time & Periodical & Random"and the"Technical & Managing".Secondly, combined with the need of the projects, this research practiced the HSE risk Managerial control system in the oil downhole operation field, based on the demand and actual condition of oil downhole operation systems, this paper discussed the concrete mechanism, pattern, methods and technology of the implementation of the oil downhole operation systems HSE risk Managerial control system, and put forward the operation pattern and procedure.Finally, we have an empirical test and summarized the study of this paper, and put forward the contents and the exploring orientation in further research.
