Study On Safety Risk Management Of Offshaore Oil Inspection And Maintenance Operation

As a pillar industry,offshore oil industry occupies a very important position in China’s national economy and has developed rapidly in recent years.It is generally accompanied by harsh operating environment,complex technology,difficult construction conditions and huge safety risks.And offshore oil fields with the interaction and mutual influence of all kinds of equipment,process piping system is extremely complex,such as when one of the equipment or pipeline failure occurs,it may affect the normal production of the offshore oil field,even lead to the occurrence of safety accidents to ensure that the offshore oil field facilities and equipment in good condition,Must be regularly to maintain/repair equipment and process systems,offshore oil maintenance enterprise arises at the historic moment,it bear the ocean oil oilfield equipment maintenance,emergency repair and support production and other functions,in many offshore oil related enterprises plays an important role,because of their workplaces are unstable,homework fluidity big,job content is widespread,The difficulty of its safety management is higher than that of other offshore oil companies.Therefore,it is of great significance to strengthen the research on the safety risk management of offshore oil inspection and maintenance to promote the safe development of China’s offshore oil industry and ensure the steady growth of national economy.This paper first introduces the relevant concepts and basic theories of safety risk management,and compares the safety risk analysis methods from the method characteristics,quantification,scope of application,personnel requirements,advantages and disadvantages,so as to facilitate the selection of appropriate analysis methods for safety risk research.After that,taking the offshore oil inspection and maintenance enterprise as the research object and Z Company as an example,the safety check list method is selected to carry out safety risk identification for Z Company.In this process,all aspects and links that are prone to potential dangers are analyzed by collecting the safety check data of Z company in the past three years,namely the hidden danger identification and behavioral safety observation data.Based on these risk factors,the safety risk management evaluation index system of Z Company is established,and the main risk factors and their risk levels are determined by ahp and fuzzy comprehensive evaluation method.Finally,combined with the results of risk assessment,control measures and improvement countermeasures are proposed from the aspects of personnel safety awareness,safety risk analysis,contractor management,safety responsibility implementation,safety training,tool and equipment management,hazard factor control and so on.
