| In recent years, the security situation of coal mine enterprise is not optimistic. Accident investigation and analysis show that the main reason of accident is the management method of coal mine unable to meet the need of enterprise development, improve the level of coal mine safety management is an important way to reduce accidents. Management by objective(MBO) as a scientific and effective management method, has been widely used in the coal mine safety management. However, due to the specificity of coal production, as well as the difficulties of MBO, the effect of coal mine safety management by objectives has yet to be upgraded. Nesting Safety Management as a professional safety management theory, it can be make up for the deficiencies of MBO applied in the area of safety This thesis attempted to introduce the theory of Nesting Safety Management to the safety management of coal mine, researched to improve it based on the existing management operation System.This thesis identified the main hazard sources of coal mine by the theory of three types of hazards at first and set the safety objectives on this basis. detail classified the safety objectives combined with the nesting safety theory, used GWB decision-making model to achieve the decision-making of the objective program. In the process of safety objective controlling and implying, used the objective extend program of objective layer-decomposition and assurance uploading. established the nesting management system based on the existing management system of coal mine. Applied the multi-sampling method to improve the reliability of objective management for the management of hazards. Established incentive measures and model according to the objective program to improve the controlling and implement of objective management. Established the SMCO model based on the Gray Theory to improve the objective appraisal system. This thesis took the flows mentioned as a guard and used a coal mine as a example, developed the hazard identification and control measures management procedure, objectives planning management procedure and the control and management procedure in operation. On this basis identified the main hazard sources, classified the objectives of coal mine and established it's safety management objectives system. Finally, used the objective appraisal system mentioned assessment the management state of the coal mine based on it's actual situation, evaluation results coincided to the actual condition and verified the reasonableness of the evaluation system accordingly. |
