In this paper, through investigation and analysis coal mine safety objective management and safety evaluation at home and abroad, Based on the accident of production system that is the result of both for people, machine, environment, management, and so factors of mine, the use of systems analysis, comparative analysis, qualitative and quantitative methods, identified factor set that affect the level of mine safety production system, the security situation in the system was divided into five, And the ideology of safety management by objectives was introduced into the management of mine production system, it analyzed from establishment and decomposition, implementation and evaluation of results for safety management by objectives, thus it formed evaluation index system of mine safety production systems. Applied theory of the fuzzy systems and the neural network, established Integrated Assessment Model of production safety for a coal mine. Programmed the neural network and trained it by applying Matlab 7.0, the model was used to the actual situation and verify in coal production, obtained quantitative conclusions.
