| Nowadays environmental governance becomes an important element in the social management. With the continued deterioration of the ecological environment, it was found that different from other social crisis, environmental crisis could not take market mechanisms and government as the fundamental and end solution. In order to overcome double failure of the above mentioned solutions for environment crisis, public participation in environmental protection and governance has become an inevitable choice. The enviable development of the Chinese economy over nearly three decades was done at the expense of a worsened environment and the over-consumed resources, while environmental crisis today enters the outbreak period. With all sorts of uncertainty and complexity as its natural instincts, environmental crisis takes society as its trager, and causes direct adverse impact onto the society and the people. So it is out of doubt that the effective implementation of technology and systems, the fit between the government and the society, and step further, effectively operation of the environmental governance mechanisms, will have a great importance to how to handle the environmental problems as well as to reduce the cost price. Facing environmental crisis, a strong government would be considered without question as the most powerful protection, but environmental governance mechanism is rooted in a healthy and mature society. However, public participation in environmental protection in China has been one of the weakest links, the lack of an orderly and improved the public participation procedures and systems within one at the lack of public participation and awareness of traditional Chinese society, is being a prominent problem. In practice, public participation in the vast majority are with non-institutional form, which both increased the cost price of overcoming the crisis, triggering another potential crisis, but also runs counter to ensure social well-ordered and harmonious society which is the end-result value of the governance.This article makes a necessary exposition of the basic concepts as well as the basic theory to the public participation, also defines its main subject and framework with a clearly formulate content. Upon the analysis of several typical real cases of public participation in environmental protection happened in our country in recent years, with the been-found flaw based on analysis of the participation procedures and problems in the institution, combined with the experience of massive research results in foreign countries, the practical significance and the value target is clarified for setting up the public participation in the environmental governance. This article also tries to find out the solution in both response procedure and institutional arrangement during an environmental crisis in order to achieve the following objectives, to realize the perfect fit between government and the society, thereby to promote public participation in fast development. |
