Status And Quality Safety Research On Exported Foods Of Animal Origin From Shandong Province

Shandong province is a big export province of animal origin food. The exports have been ranked highest in China for 8 years since 2000. Problems in product quality and safety were prominent with the increase of exports. According to the current situation of the export of animal origin food and the problems in recent years, the study wants to find the roots of problems and the corresponding solutions, and explore in line with both the practical in Shandong and international standards of the exports of animal food production, processing, management and regulation. A number of successful enterprises'experience was analyzed to solve the problems of the quality and safety and increase the quality of animal origin food, maintain the credibility of Chinese exports and promote the healthy development of the animal husbandry industry of Shandong Province.The study found that the main problems of animal origin food exports'in Shandong includes veterinary drug residues, pathogenic micro-organisms detected, the relevant standards and veterinary managements not equivalent and so on. The reasons have its own and external factors. From its own factor, first, the source management exists big hidden danger, such as animal husbandry, the production of veterinary drugs, feed and other input options inappropriate or excessive. Second, quality and safety standards on food of animal origin were lagged, which can not manage with the developed countries'ones. Third, Chinese food safety supervision and management of animal origin food were unreasonable, and the functions of departments were not closed, not equivalent enough with foreign veterinary system in some respects. Fourth, the control system of the quality and safety of export enterprises was not perfective and effective. Self-control failed to give a full play. From its external factors, first, the increasing foreign technical barriers raise its threshold to the exports. Second, the international trade situation characterized by the emergence of new trade and politics which some malicious individual countries through the media hype.Based on the analysis of current situation and problems, in order to improve the export situation, we formulated following measures. First, we should strengthen the laws and regulations and standards of construction, promote the management and animal origin system of technical regulations and improve the mandatory measures. Second, utilize the overseas advanced official veterinary management system and establish the system which both suit practical of Shandong and meet international requirements of food of animal origin modern official veterinary management. Third, strengthen source management, enhance the raw material control, reduce exports of pesticides in food of animal origin and the contamination of veterinary drug residues, and propose the establishment of the management of food exports of agricultural products concept of regionalization and recommendations. Fourth, strengthen the registration system, improve the control system of quality of health food production enterprises, and strengthen the construction of credibility export enterprises. Fifth, increase investment in science and technology to ensure that exports from the food of animal origin quality and safety, and actively deal with foreign technical barriers. Sixth, dumplings poisoning incident in Japan is a lesson from this, learn from the U.S. "terrorism" of export experience to get well with animal origin food of biological protection. It is a new concept, and the goal is to prevent man-made, deliberate pollution, to ensure the product good throughout production, processing, packaging, transport process the quality and safety. Seventh, increase the external representations of Chinese efforts to create a favorable international trading environment.In addition, several specific examples were cited in order to illustrate the government supervision departments and the problems in exporters in the measures to be taken, and enlighten the relevant government departments and a number of export enterprises to solve practical problems.Export trade of animal origin food is a sequential and accountability issue. We may face the new situations with the development of the trade, and more problems will happen, and so appropriate measures would be adjusted. The article has basically summed up the coverage of several currently major problems which could promote the export of products of food of animal origin from Shandong province.
